根据国家留学基金管理委员会《关于申报2024/2025学年中国政府奖学金“高水平研究生”项目的通知》和学校的相关要求，制定本招生简章。

一、招生专业、类别及奖学金期限

1.招生专业：请参阅《长春大学2024年国际学生招生专业目录》

2.招生类别：硕士研究生

3.奖学金期限：包括汉语补习和专业学习时间。汉语补习资助期限一般为一年，硕士专业学习资助期限2-3年。

二、资助标准

1.免学费；

2.提供校内免费宿舍；

3.生活费：3,000元人民币/月；

4.综合医疗保险费：800元人民币/人/年。

三、申请条件

1.非中国籍公民，身心健康；

2.应当具有学士学位或同等学力，学习成绩优秀，年龄一般不超过35周岁；

3.原则上应为境外学生，也可择优推荐在读的应届本科毕业生；

4.语言要求

中文授课：汉语水平考试（HSK）四级

英文授课：英语水平证明材料，托福（TOEFL）需达到85分，雅思（IELTS）需达到6.0分；

5.学术要求

申请人应符合所申请专业的学术能力及其他相关方面的专业入学要求。

四、申请材料

1.《中国政府奖学金申请表》（中文或英文填写）。

2.护照首页（护照有效期应晚于2024年9月）。

3.经公证的最高学历证明。如为在校学生，须提交本人就读学校出具的预计毕业证明或在学证明；如为英语以外语种，需另提供英文翻译件并公证。

4.学习成绩单。提供自本科阶段起中/英文版成绩单，加盖学校公章；如为英语以外语种，需另提供英文翻译件并公证。

5.语言能力证明。申请中文授课专业须提供汉语水平考试（HSK）四级证书。曾使用中文为教学语言获得中国高校学位的，无须提供《汉语水平考试》(HSK)证明。申请以外语为专业教学语言的申请人根据学校要求提供相应的语言能力证明，如雅思或托福成绩单。

6.预录取材料。我校出具的预录取材料或导师邀请函。如为导师出具的邀请信，须有导师的姓名、职称与联系方式和国际教育学院负责人签字与联系方式，并加盖公章（如果在获得预录取通知书以前已经提交了申请，请先撤回申请。上传预录取通知书后，再次提交申请）。

7.来华学习计划。应提交中/英文学习计划（1000字以上），学习计划只可以用中文或者英文书写。（模板可参照附件1）

8.推荐信。提交两名教授或副教授的推荐信，内容应重点包含对申请人来华学习目标要求，学校或者中方导师与国外导师的合作情况或者校际交流情况，以及对学生综合能力，未来发展的评价，只可用中文或英文书写。

9.学术成果。专业领域发表文章和科研成果，以及代表作品或者摘要（如果有，请提交）。

10.个人作品。申请攻读艺术、设计类等专业者，可通过“作品/其他支撑材料”上传个人作品类材料（如影像、绘画作品等）。

11.《外国人体格检查表》扫描件。原件应自行保存，此表格由中国卫生检疫部门统一印制，须英文填写，有效期6个月。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效。（模板可参照附件2）

12.无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明（有效期6个月）。

五、申请及审核录取流程

1.中国政府奖学金来华留学管理信息系统网上提申请

访问“留学中国”网站，登录“国家留学基金委来华留学网上报名信息系统”（http://www.campuschina.org），注册账号并填写申请信息，在线提交后生成《中国政府奖学金申请表》（中文或英文）电子版。

长春大学的“受理机构编号”为11726。请参考《中国政府奖学金来华留学管理信息系统申请人用户操作说明》(附件3）

2.长春大学国际学生服务平台系统网上提交申请

登陆“长春大学国际学生服务平台”（https://ccu.at0086.cn/StuApplication/Login.aspx），注册账号并填写申请信息。

本年度招生采取网上申报，申请人应确保网上所提交材料与原件一致。申请材料齐全将优先进入下一轮审核环节。如未按照要求上传材料将会被视为无效申请，请申请人核对正确后上传。

3.长春大学国际教育学院初审

2024年3月，国际教育学院依据招生要求，对申请资格进行逐项审核，重点审核学历背景、语言水平、身份资格、健康状况等，并商请教学培养单位复审。

4.长春大学教学培养单位复审、远程面试或笔试

教学培养单位组织专家复审，重点审查申请人学习成绩、科研能力、语言水平、学术背景、综合素质及发展潜力，择优进行远程面试或笔试，并将结果反馈给国际教育学院。

5.公示并推荐人选

3月20日前，国际教育学院公示考核结果并向国家留学基金管理委员会上报推荐名单。

6.国家留学基金管理委员会终审

国家留学基金管理委员会组织评审专家终审，择优录取。

7.发布录取结果

国际教育学院公示录取结果。

Category

l Full-time enrolled master's degree student.

l The duration of study includes the time for Chinese language study and major study. The duration of Chinese language study is generally one year, and the duration of major study for master's degree is 2-3 years.

l For application majors, please refer to the Catalogue of Majors for International Students 2024 of Changchun University.

Funding standard

l Tuition fees for a specified period of study.

l Providing free on-campus accommodation.

l Providing 3000RMB per month for living expenses.

l Providing comprehensive medical insurance.

Qualifications

l Applicants must be non-Chinese citizens with good physical condition.

l Applicants pursuing a master's degree must have a bachelor's degree, have excellent academic performance, and be no older than 35 years of age.

l Chinese-taught programs: HSK Level 4 180 points or above.

English-taught programs: Applicants should provide appropriate language proficiency documents, such as IELTS or TOEFL transcripts.

Application Documents

l Application Form for Chinese Government Scholarship (in Chinese or English).

l Copy of Passport Home Page(meaning the passport expires before September 2024).

l Notarized highest diploma.Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations;

l Academic transcripts.Provide transcripts from undergraduate studies in Chinese/English with the school's official seal; for languages other than English, an additional English translation must be provided and notarized.

l Language qualification certificates.Applicants for Chinese-taught programs must submit valid HSK 4 reports. Applicants for English-taught programs shall provide relevant language proficiency certificates, like IELTS or TOFEL report.

Those who have obtained a degree from a Chinese university using Chinese-taught language are not required to provide HSK reports.

l Pre-admission documents.Pre-admission documents or invitation letter from the tutor issued by our university.The tutor's name, title and contact information and the signature and contact information of International Education College must be included and stamped in the invitation letter.(If you have already submitted your application before you receive your pre-admission documents, please withdraw your application first. Submit the application again after uploading the pre-admission documents.)

l A study plan proposal.A study plan in Chinese/English should be submitted (1000 words or more, please refer to Annex 1 for the template).

l Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad.

l Academic Achievements. Published articles and scientific research in the area of specialization, and representative works or abstracts (if available).

l Example of art. To apply for majors related to art or design, applicants could submit their own works through “Example of Art/Other Supporting Documents” in the system. Applicants could also provide such materials to the applied universities directly in other ways.

l Scanned version of Foreigner Physical Examination Form.It need to be completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.（Annex 2）

l Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

Application and Admissions Process

l Application Online.

Applicants submit their applications online at the Chinese Government Scholarship Management Information System （http://www.campuschina.org）and Changchun University International Student Service Platform（https://ccu.at0086.cn/StuApplication/Login.aspx）.Applicants must complete the application in both systems or your application will not be processed.

This year's enrolment is made online and applicants should ensure that the materials submitted online are consistent with the originals. Complete application materials will be prioritised for the next round of vetting. Failure to upload the required materials will be regarded as an invalid application. Applicants are requested to check the correctness and upload the materials.

Please note that in the CSC system, the project type is "Category B", and Changchun University's "accepting organization number" is "11726". Please refer to the Chinese Government Scholarship Application (Attachment 3).

l International Education College of Changchun University preliminary examination.

March 2024, International Education College will conduct item-by-item review of the application qualifications according to the admission requirements, focusing on academic background, language proficiency, identity qualifications, health status, etc., and will consult the teaching colleges for review.

l Teaching colleges review, remote online interview or written examination.

The teaching and training unit will organize experts to review the applicants' academic performance, research ability, language proficiency, academic background, comprehensive quality and development potential, select outstanding applicants for remote interview or written test, and send the results back to the International Education College.

l Publicize and recommend candidates.

Before March 20, the International Education College will publicize the assessment results and submit the recommendation list to the China Scholarship Council.

l Final examination by experts organized by the China Scholarship Council.

l Release the admission result

The International Education College of Changchun University releases the admission results.
